		<description>I heard the head of the NSF Chemistry division discuss this last spring over a group lunch, but he didn&#039;t add the details about the relationship to disasters stated above.  Also, it seems that the bar has been set higher, or been defined in a more restrictive way than it used to be, for small, exploratory grants.</description>
